The lights on earth you see is the thinly populated remote village of Losar at Himachal. Its at 13,400 ft and with a village population of around 250 people.

Its surrounded by beautiful huge (very huge) mountains of the Himalayan range on almost all sides. The local told me that they get around 12 feet of snow during the winter. All roads to this village are blocked at that time.
