For the academically interested people, the main post processing here is Filter->Gaussian Blur(40% or more). This makes everything blurry. Then use the history brush over the areas that you want to remove the bluriness.

Nice one Shuva. Love gaussian blur myself. this is a fine effect and one which I didnt know about. cheers for sharing it!
