Can someone tell me how can I improve this picture in Photoshop? I am more interested in getting rid of the dull colors here.

you could try cranking up the saturation a bit or maybe dial in to the ISS photo club meeting this evening - we are discussing photoshop tips and tricks :P (It is 5pm our time so that should be about 3am your time - make sure to set your alarm!)

I'd use a Color Replacement Adjustment Layer and try to change the background color to a darker blue. The greens could be darkened using the same technique.
